The City Council will consider adopting the FY2026-2031 Capital Improvements Program at its Wednesday, Dec. 11 meeting.

The CIP resolutions include authorization and appropriation for bonding and non-debt financed capital reserve funds for CIP projects – except for the funding proposals for the Dover High School Athletic Complex. The CIP was introduced to the City Council and Planning Board at a joint Oct. 16 workshop. Both entities held public hearings on the CIP, with the Planning Board providing the City Council with its endorsement of the long-term capital planning document.

The two athletic complex funding resolutions will be the subject of two public hearings on Dec. 11, with a final vote to occur at a special meeting on Wednesday, Dec. 18. The DHS athletic complex proposal and cost were presented this week at a Dec. 3 workshop, which can be viewed here.

The Council will consider several pending resolutions related to the ongoing waterfront development project, including:

  • Awarding the waterfront pavilion building project to Pine Brook Construction for $1,362,875, which will be partially funded through a federal Land and Water Conservation Fund grant through the state’s Department of Natural and Cultural Resources;
  • Authorizing payment to CJ Architects of $52,000 for construction oversight for the pavilion building;
  • Authorizing the city to partner with Eversource to complete electrical installation for the development and pay them $925,038 to help complete the work;
  • Reprogramming $360,871 of unexpended bond proceeds from the Downtown Traffic Efficiency Improvements CIP project to the Cochecho Waterfront Development Site Improvements CIP project.

Also on the agenda:

  • Authorizing an additional $380,000 to Wright-Pierce for construction oversight for the River Street Pump Station (on Payne Street);
  • Authorizing city consultant Emery & Garrett Groundwater Investigations to begin work to re-permit the Griffin Production Well as a backup water supply source for a cost of $128,900, which would be funded in part through the Department of Environmental Services PFAS remediation grant.
  • Extending the deadline for the Council’s ad-hoc Committee to Address Community Housing Needs to send its final report to Dec. 31, 2025.
