Office of the Chief of Police

The Chief of Police is the Chief Executive Officer of the Department and the final departmental authority on all matters of policy, operations and discipline. The Chief of Police is appointed by and reports to the City Manager.

Organizational components/functions within the personal span of control of the Chief of Police are grouped by function, and include the following;

Command Staff:

The police department is organized into two functional Divisions, Field Operations and Support Services.

Executive Secretary: 

The Executive Secretary serves in a confidential capacity
under the supervision of the Chief of Police.

Planning/budget function: 

By authority of the Code of the City of Dover, the Chief of Police has authority for the compilation and management of the budget and planning process for the police department.

Internal Affairs function: 

The Chief of Police has final review and approval authority in matters of internal investigations and citizen complaint investigations conducted by the department.

Citation and Awards committee: 

The Chief of Police serves as the functional head of the Citation and Awards Committee, which was established to recognize and reward those members of the Dover Police Department and the civilian community, who distinguish themselves by their acts or conduct.
