The City of Dover offers a few different credits for qualified veterans, their spouse, or surviving spouse. This credit has also been extended to include Active Duty military as well, starting with the 2023 tax year. Basic qualifications are outlined below. Please read the full application for details. A DD-214 or applicable military separation paperwork is required with the application, or Leave and Earnings Statement for Active Duty. Call the assessing office with any additional questions. More information may be found by reading the applicable RSA as well.
Applications are due by April 15th each year. A response from the Assessing Office is due back to the applicant on or before July 1st. If approved, the exemption will go into effect with the first bill of the new tax year the following December. If the application deadline is missed, we will hold the fully completed application to review for the following tax year.
Once approved, you will be required to recertify every five years. This is typically a one-page form the Assessing Office will send to you in order to verify that you still qualify for the credit(s) you receive. If you have any changes to your home ownership, marital status, etc., please contact the Assessing Office. It may require an additional review.
Veterans’ Credit (RSA 72:28) $750
Qualifications – Military Service & Residency Requirements
- 90 days of active duty service in a qualifying war or conflict with applicable awards:

- Honorable discharge or separation from service
- NH resident for at least a year prior to April 1 in the year you apply
- Dover property you are applying for must be your primary residence
- The applicant must be an owner of the property or have a beneficial interest in the property through a trust or life estate. Partial ownership with someone other than a spouse may cause the credit to be prorated based on the percentage of ownership.
All Veterans’ Credit (72:28-b) $750
Qualifications – Military Service & Residency Requirements
- Applicants who do not qualify for the Veterans’ Credit (RSA 72:28) due to their dates of military service and qualifying awards may qualify for the All Veterans’ Credit.
- Cannot be receiving the Veterans’ Tax Credit
- 90 days of active service
- Honorable discharge or separation from service
- NH resident for at least a year prior to April 1 in the year you apply
- Dover property you are applying for must be your primary residence
- The applicant must be an owner of the property or have a beneficial interest in the property through a trust or life estate. Partial ownership with someone other than a spouse may cause the credit to be prorated based on the percentage of ownership.
Service-Connected Total & Permanent Disability Credit (RSA 72:35) $4000
Qualifications
- Honorable discharge or separation from service
- The veteran must be considered totally and permanently disabled by the Veteran’s Administration due to a service-connected disability; or double amputees or paraplegics due to service-connected injuries also qualify. This credit is also offered to the surviving spouse.
- NH resident for at least a year prior to April 1 in the year you apply
- Dover property you are applying for must be your primary residence
- The applicant must be an owner of the property or have a beneficial interest in the property through a trust or life estate. Partial ownership with someone other than a spouse may cause the credit to be prorated based on the percentage of ownership.
Exemption for Certain Disabled Veterans (RSA 72:36-a) – Full Exemption
Qualifications
There are three requirements regarding military service and disability that must all be met in order to qualify in addition to the residency and ownership requirements. Satisfactory proof must be provided with a completed application:
- Military Discharge other than dishonorable or officer honorably separated
- Own a specially adapted home which was acquired with the assistance of the VA
- Must be considered 100% totally & permanently disabled; or be a double amputee or paraplegic as the result of service connection; or have blindness in both eyes with visual acuity of 5/200 or less as a result of service connection
- Dover property you are applying for must be your primary residence
- The applicant must be an owner of the property or have a beneficial interest in the property through a trust or life estate. Partial ownership with someone other than a spouse may cause the credit to be prorated based on the percentage of ownership.
