Land Use Analysis Chapter

The City of Dover is a cohesive community with a distinctive urban center surrounded by diverse residential and commercial areas that reflect nearly 400 years of history. The Land Use Analysis chapter of the Master Plan serves as a critical roadmap for guiding future growth, ensuring that Dover’s development aligns with its values of heritage, smart growth, and resource conservation.

The City is currently working to update the Land Use Analysis Chapter, adopted by the Planning Board in 2015. Throughout 2025, Planning Department staff members will be working alongside the project Steering Committee and our consultant partner, Resilience Planning and Design, to create an updated Land Use Analysis Chapter that will provide strategic recommendations for land use decisions over the next decade. 

With thoughtful planning, the City of Dover can continue to be a resilient place where businesses and residents—both longtime and new—can live, work, and thrive for generations to come.
