City Manager J. Michael Joyal, Jr., presented the fiscal year 2027 proposed budget for the City of Dover to the City Council on Wednesday, Feb. 11, 2026.
The proposed budget across all funds totals $227,452,568, an 8.9% increase of $18,523,098. The general fund portion of the budget is $183,077,453, a 7.5% increase of $12,700,828.

The overall budget includes the school budget, which the School Board adopted at its Jan. 12, 2026 regular meeting. Leading up to the adoption vote, the School Board held six workshops, and a special meeting to receive its initial budget presentation on Nov. 17, 2025. The City Council and the School Board also met jointly on Dec. 3, 2025, to review preliminary budget estimates and tax cap calculation. The School Board unanimously adopted its fiscal year 2027 budget, with an operating budget of $97,147,237, and a special revenue budget of $5,635,738, totaling $102,782,977. The adopted budget will be included with the City Manager's overall city budget that will be presented to the City Council by Feb. 11, 2026.
Immediately before the meeting where the FY27 budget was adopted, the School Board held its sixth budget workshop.
