Due to safety concerns during the winter months, several city streets are subject to an parking ban on one side of the street from December 1 to April 1. As of today, Friday, Jan. 3, 2020, at the request of Community Services Director John Storer, Police Chief William Breault has added the following streets to the winter-long ban, in accordance with Chapter 166 of the City of Dover's ordinances:
-- West Concord Street, no parking on the northerly side (odd numbered)
-- Richmond Street, no parking on the westerly side (odd numbered)
The parking restrictions during the winter months on these additional streets are the result of concerns by residents about the ability of emergency vehicles to access the streets. In addition, these restrictions help keep the roads accessible during snow removal operations.
During a declared citywide parking ban, both sides of these streets are restricted.

These restrictions were approved by the City Council in November. The additional restrictions on West Concord Street and Richmond Street will be presented to the Parking Commission and City Council for permanent inclusion.
